<p>Qualifications</p>
<p>Basic Qualifications:<br />
-7+ years of experience in working with the industry or government or 5+ years of experience with an MA or MS degree<br />
-Experience with Maritime Domain Awareness, data sharing, data analysis, requirements development, JCIDS, capabilities-based assessment, program assessments, or operations analysis<br />
-Experience with the Navy a military, civilian, or contractor personnel-Experience with Navy operational fleet and surface warfare<br />
-Ability to plan, organize, and execute tasks with minimal direction<br />
-Ability to actively participate in regular direct client interactions in support of project delivery<br />
-Ability to deliver presentations and lead client meetings<br />
-Ability to work independently, creatively, and analytically in a problem-solving environment<br />
-TS/SCI clearance<br />
-BA or BS degree</p>

-10+ years of experience with at least 5+ of those years in a managerial capacity preferred<br />

The J-ADSA QRT is directed to develop and test cencepts of operation (CONOP) and tactics, techniques and procedures (TTP) needed to support NORAD and USNORTHCOM in their challenge of integrating disparate, seemingly unrelated cross-functional-domain activities and events which are processed, exploited, synthesized, displayed and disseminated in a timely, comprehensive manner in order to enable the Commander to make responsible and timely dicisions for all NORAD and USNORTHCOM missions. Responsible for conducting in-depth functional area research and analysis in direct coordination with customers in the NORAD and USNORTHCOM Command Center (N2C2), specifically the Maritime cell, and supporting future and current operations cells to develop a comprehensive understanding of information flows and sharing processes necessary to develop maritime domain awareness and effectively and efficiently integrate it with domain awareness for the other functional domains using standard procedures and systems to achieve enhancement all-domain awareness. Responsible for supporting program test planning and coordination with command maritime cell operators and other N2C2 personnel to ensure realism and accuracy in scenario stimulation and execution. Responsible for providing functional area expertise in table top exercises and ROC drills and coordination of remote test location product requirements and product development. Must be able to support interface requirements with maritime and other functional cells within the N2C2 and at component, service, interagency, and multinational operations centers .</p>

<p>Requirements:<br />
Requires a thorough knowledge of overarching MDA guidance to include the National Plan for Achieving MDA, the National MDA Concept of Operations (CONOP), and the MDA Joint Integrating Concept (JIC) and related plans and policies. Good working knowledge of the MDA Community of Interest (COI) and organizational relationships.<br />
Requires good working knowledge of U.S. Fleet Forces (USFF) and USFF mission areas and support requirements as well as roles, responsibilities, organization and SOPs<br />
Requires good working knowledge of joint operations, joint operations center operations and maritime specific operations<br />
Requires good working knowledge of standard staffing, mission support and collabortive tools including Sharepoint 2010, Defense Collaboration Online (DCO) &#8211; XMPP Chat and Adobe Connect , Defense Secure Network (DSN) &#8211; NIPRNet and SIPRnet, National Guard Bureau Joint Information Exchange Environment (JIEE), Homeland Security Information Network (HSIN).<br />
Recent and extensive experience with T&amp;E procedures and experience leading either Service or Joint T&amp;E projects and programs<br />
Strong graphic and microsoft office experience<br />

			<content:encoded><![CDATA[<p>The Clandestine Service is looking for U.S. citizen candidates to fill Paramilitary Operations Officer and Specialized Skills Officer positions. Paramilitary Operations Officers and Specialized Skills Officers serve both at our Headquarters in Washington DC and overseas. Qualified candidates can expect to focus on intelligence operations and activities for U.S. policymakers in hazardous and austere overseas environments. Paramilitary Operations Officer candidates are normally trained in the Clandestine Service Trainee (CST) Program. Specialized Skills Officers conduct and/or directly support CIA operations leveraging their media, technical and/or military experience including aviation, maritime or psychological warfare skills.     </p>
<p>Minimum requirements for Paramilitary Operations Officers include a bachelor&#8217;s degree, military special operations or combat arms experience (ground, air or maritime), as well as combat leadership experience.  Previous foreign travel and foreign language proficiency is highly valued. For Specialized Skills Officers, minimum requirements also include a bachelor&#8217;s degree. A background in aviation, maritime, military psychological warfare and/or information operations, as well as communications, business and counterintelligence are preferred. The 35-year maximum age requirement can be waived on a case-by-case basis.</p>
<p>All applicants must successfully complete a thorough medical and psychological exam, a polygraph interview and an extensive background investigation. US citizenship is required.</p>

<p>- Serve as SME for port-level development and implementation of all-transportation-disruption/all-hazard compatible contingency plans and procedures for the port-level MTS recovery elements of the National Maritime Transportation Security Plan, Maritime Infrastructure Recovery Plan, Department of Homeland Security (DHS) Strategy to Enhance Supply Chain Security, and the Customs and Border Patrol (CBP)/USCG Protocols for the Resumption of Trade, and Coast Guard implementation policies and directives.</p>
<p>- Develop, maintain, test, and when necessary, support implementation of Area Maritime Security (AMS), Subarea Contingency Plans (SCP), Marine Firefighting Plans (MFF), Salvage Response Plans (SRPs) and MTS recovery plans and procedures to ensure that waterways are cleared of obstructions and the flow of commerce through U.S. ports is reestablished as efficiently and quickly as possible after a Transportation Security Incident (TSI) and other categories of Transportation Disruptions.</p>
<p>- Coordinate consultation and advisory and technical support with AMS Committees (AMSCs) and other stakeholders.</p>
<p>- Research, develop, and maintain data detailing marine salvage response capabilities within Captain of the Port (COTP) Zones covered by contingency plans.</p>
<p>- Research, develop, and maintain baseline descriptions of the MTS infrastructure/port navigation system and other infrastructure contiguous to waterways within the AMS area that could become obstructions to navigation if damaged or destroyed.</p>
<p>- Maintain ability to identify significant cargoes transiting the ports.</p>
<p>- Assess maritime safety and security risks to MTS recovery waterway and harbor clearance including salvage response activities and plan and support coordinated planning and implementation of deterrence and protection measures to defeat associated threat vectors.</p>

Typical work assignments include: * Responsible for Port Safety and Security Planning, including exercise planning in the Captain of the Port zone assigned. * Independently analyzes and resolves difficult and complex port, vessel, and facility safety/security problems. * Developing and managing security contingency plans and annexes. * Interpreting agency guidelines, and develops and issues facility policy and instructions for implementation of port safety and security program initiatives. * Coordinating with Port Safety Committee, Harbor Safety Committee, or other subcommittees, and Coast Guard District and Area Planning agents to establish the proper level of participation in port security plan development and exercises. * Planning and coordinating periodic meetings with port stakeholders, other government agencies, and maritime industry personnel regarding port safety and security policies. * Preparing written reports, statistics, and correspondence.</p>

Identify innovative techniques regarding routine processes used to gather and analyze data. Provide database support including data input, analysis, evaluation, maintenance and quality control. Conduct user testing of functionality and evaluate upgrades. Conduct research using various sources and input to customer&#8217;s systems. Institute a maritime database applications training schedule for users. Attend development conferences as required and provide technical advice.</p>
<p>Qualifications:<br />
TYPICAL EDUCATION AND EXPERIENCE: Bachelor&#8217;s degree in Liberal Arts/Sciences (or related field) and/or equivalent formal military training and 4+ years of related experience.</p>

<p>- 3-4 years IC experience as all-source analyst preferably with the maritime industry or military environment.</p>

Develop and provide defensive Counterintelligence (CI) briefings and outline areas of concern. Plan and support operational activities and develop detailed plans. Support the identification of targets of operational interest, providing tailored intelligence gathering guidance. Assist Sponsor on methods/handling/use of intelligence reports. Responsible for identifying operational leads to enable a variety of intelligence operations to minimize gaps in data collection.</p>
<p>Evaluate intelligence production and CI concerns; provide operational recommendations and corrective actions and assessments. The Analyst will provide analytical expertise and guidance in support of the execution of intelligence, Counter Intelligence, and multi agency initiatives. Support the development and update of materials, which include papers and briefings on related international policies and perspectives.</p>

The primary purpose of this position is to prepare, validate, and improve plans for the effective and efficient response to all port safety and security contingencies for which the Coast Guard and community may respond.  </p>
<p>Being a CG civilian makes you a valuable member of the CG team.  Typical work assignments include but are not limited to:  </p>
<p>- Independently analyzes and improves the Area Maritime Security and Area Maritime Safety Contingency Plans.<br />
- Coordinates operational readiness and contingency preparedness exercises. Develops, directs, and evaluates readiness through contingency preparedness, training, seminars, drills, tabletop, functional and full scale exercises.<br />
- Coordinates with Port Safety Committees, Harbor Safety Committees, or other subcommittees and Coast Guard District and Area Planning partners to establish the proper level of participation in port security plan development and exercises.<br />
- Facilitate and be actively involved in the Area Maritime Security (AMS) Committees for the coordination of the Area Maritime Security Plan (AMSP), and the Area Committees for coordination of the Area Contingency Plan (ACP).<br />
- Represent the Captain of the Port in meetings with various Federal, State &amp; Municipal organizations to coordinate development of response plans, training opportunities, exercises or general port safety and security related topics.<br />
- Coordinate and actively engage the Sector/Unit Command, Command Staff, Departments and Divisions in the contingency preparedness and crisis action planning processes and exercises.<br />
- Manage the Maritime Security Risk Analysis Model (MSRAM) for the Captain of the Port Zone.<br />
- Administer the Port Security Grant Program in accordance with the latest DHS/FEMA guidelines.</p>

<p>The Provost, U.S. Naval War College invites applications and nominations for the position of Professor of Maritime History.</p>
<p>The Institution:<br />
The College is a Professional Military Education (PME) institution serving the nation, the Department of Defense and the U.S. Navy. Graduates earn a Master of Arts Degree in National Security &amp; Strategic Studies, accredited by the New England Association of Schools and Colleges.  The College&#8217;s mission is four-fold:  to develop strategic and operational leaders (our education mission); to help the Chief of Naval Operations define the future Navy (research and war gaming); to support combat/fleet readiness; and to strengthen maritime security cooperation (international programs).</p>
<p>The Position:<br />
The Naval War College wishes to appoint an experienced associate professor of history who can serve for a period as apprentice to the Ernest J. King Professor of Maritime History in order to learn the unique requirements of the Professor&#8217;s position, and then eventually succeed the current holder of the chair.  The Ernest J. King Professor, who resides in the Maritime History Department, is the senior academic advisor to the President, Naval War College, for the broad academic field of maritime history and its subfield of naval history, with particular historical interests in understanding the strategies and functions of the sea services in international history that complement the College&#8217;s role in educating strategic and operational leaders.  The principal duty of the professor is to engage in original research and to publish extensively in maritime and naval history, to represent the U.S. Navy and the Naval War College at scholarly conferences within these academic fields both nationally and internationally, and to maintain links with scholars and official naval historical offices world-wide.  The Maritime History Department conducts historical research on naval operations with relevance to current conditions and supervises the on-campus museum. It serves as the central resource and contact point for the Naval War College in matters relating to maritime history and has particular responsibility for implementing and coordinating the College&#8217;s research and writing program for this area, for its collections of historical materials, artwork, artifacts, and documents, and for their use and display.  The Department has three complementary functional divisions, comprised of (1) Research and Writing, (2) Naval War College Museum (operated with the Director of Naval History, Navy Department), (3) a cooperative relationship to NWC library for manuscripts, archives, and rare books.</p>

The successful candidate will hold a PhD from a major internationally recognized research university, have successful teaching experience in international and naval history, have broad knowledge of both world, national, and contemporary naval history, and have published works that have been recognized as innovative scholarship in the history of maritime strategy and high-level naval command. The successful candidate will need to make a long-term commitment to the Naval War College.</p>
<p>Appointment and Compensation:<br />
This appointment is governed by provisions of 10 USC 7478 as delegated by the Secretary of the Navy, and the regulations of the U.S. Office of Personnel Management which apply to &#8220;Excepted&#8221; appointments under Schedule A.  For the successful candidate, the initial term of appointment is expected to be four years in length with provision for renewal dependent on level of performance.  Salary is dependent on the level of experience and is governed by the Secretary of the Navy&#8217;s Naval Faculty Salary Schedule.   A Federal Service benefits package is available.</p>

Must have educated-native English language skills, with solid written and oral communication skills. Must be able to use National Intelligence databases and research/collaboration tools. Must be able to use Law Enforcement and Homeland Security databases and research/collaboration tools. Must be skilled in using MS Office suite, including Word, Excel, Access and Powerpoint, to be applied to unclassified and classified research, analysis and intelligence writing.</p>
<p>Desired:</p>
<p>Experience with USCG, DHS, or other Law Enforcement Intelligence organizations.<br />
Demonstrate mastery of desktop publishing software.<br />
Past operational or intelligence experience concerning illegal drug, human, arms or general maritime smuggling operations.<br />

Description: The Office of Naval Intelligence (ONI) at the National Maritime Intelligence Center (NMIC) conducts in-depth analysis of worldwide maritime developments to assess overall patterns in the movement of vessels, movement of high-interest cargoes and other items in the maritime domain that may pose a threat to the security of the United States. Parsons brings world class architecture development and program management to bear in support of National Security.<br />
The incumbent will provide direct planning, facilitation, administrative, plans and policy, and management support to ONI’s Maritime Information Systems and Knowledge Management programs. Tasking will include assisting in the development an internal requirements management program, a metrics program, governance plan and policy relating to functional requirements management as well as coordination of ONI’s participation in collaborative Navy, DoD, and Intelligence Community efforts. Additionally, the team will assist with required meeting scheduling, track and ensure completion of action items originating from plans and policies as well as external meetings and Video Teleconferences (VTCs). This position will interact with senior government officials, and is expected to exercise discretion in the execution of all of their responsibilities.</p>
<p>Qualifications:</p>
<p>• Significant experience as an Operations Officer or Administrative Officer is desired.<br />
• Minimum of 10 &#8211; 15 years of prior military and/or interagency experience in Intelligence.<br />
• Ability to think and write succinctly and with clarity of purpose.<br />

The analyst will work as part of a contractor team supporting the customer&#8217;s counter-piracy efforts, where a high level of interaction is maintained and expected. This position is contingent upon award of the contract by the U.S. Government by approximately 01 September 2011. Some CONUS and OCONUS travel is expected.</p>
