<p>Patrol facility or man post as instructed and serve as a general security presence and visible deterrent to crime and client rule infractions; detect suspicious activities and watch for criminal acts or client rule infractions at or near assigned post which may be a threat to the property, client or employees at the site. Report all incidents, accidents or medical emergencies. Respond to emergencies, such as medical and bomb threats; and to alarms, such as fire and intrusion by following emergency response proceedings.</p>
<p>Security Officer Basic Qualifications:<br />

Expertise should include practical experience in joint and naval security with a focus on irregular warfare and counter-terrorism. Candidate will have recent experience planning for and integrating joint security measures and procedures. Successful candidate will be expected to analyze after-action reports, SOPs, and military troop-leading manuals to collect information for improving current joint security operations. In addition, the successful candidate will have demonstrated the ability to perform research to plan tests, collect and analyze data, and develop both written reports and proposed TTP and handbooks. The position requires skills not only in the conduct of joint testing but in working with a team of contractors, military, and government civilians. This position will be located in Suffolk, VA.</p>
<p>Some travel may be required.</p>
<p>Must have a Secret clearance and be able to qualify for TS/SCI.</p>
<p>Desired Skills:<br />
Must have articulate speaking, writing, and organizational skills with the demonstrated ability to speak well in public. <p>A significant part of the team effort will be establishment of the process (TTP) by which commanders and staff can identify critical information to determine if friendly actions can be observed by adversary intelligence systems, determine if information obtained by adversaries could be interpreted to be useful to them, and then executing selected measures that eliminate or reduce adversary exploitation of friendly critical information as it pertains to in-transit shipping at CONUS ports.</p>

The positions are located in the Office of Contract Operations. Some positions are responsible for execution of projects that span a complete portfolio of air (planes, helicopters and unmanned aerial systems), surface (various classes of ships and boats) and Command, Control, Communications, Computer, Intelligence, Surveillance and Reconnaissance (C4ISR) systems for the U.S. Coast Guard. Specific duties include: conducting significant and complex USCG acquisitions involving diverse supplies and services; acting as the senior business advisor for programs valued at hundreds of millions of dollars; representing the Coast Guard to oversight staffs both internal and external to DHS, including Congress, GAO and OMB; developing acquisition strategies that achieve desired outcomes and provide appropriate incentives to industry; performing contract administration activities for significant, highly specialized procurements; and conducting extensive and sophisticated cost and financial analyses, utilizing a full range of techniques, including learning curve, trend and regression analysis.</p>

<p>    * Maintains awareness of all active operations and status of resources throughout the AOR.<br />
    * Tracks and monitors all actions in support of homeland security (HLS), maritime law enforcement (MLE), marine safety (MS), marine environmental protection (MEP), aids to navigation (ATON), and defense operations with the AOR.<br />
    * Develops and evaluates the Local Tactical Picture (LTP), monitors classified, unclassified, and sensor data; and makes recommendations to the Operations Unit and CDO.<br />
    * Evaluates the impact of changing weather conditions and makes recommendations to the Operations Unit and CDO.<br />

- Providing training documentation management in accordance with applicable federal guidance and military standards.<br />
- Overseeing service specific development, planning and execution of training program objectives, ensuring program training fulfills individual service requirements.<br />
- Coordinating and working closely with service deployment teams and subject matter experts.<br />
- Brief senior level clients on the organization&#8217;s CBRN Policies and the status of training and readiness.<br />

A minimum of FOUR years of practical experience in the area of navy Security Force leadership or navy Antiterrorism program management (or COMPARABLE Federal Government Program management experience). Basic knowledge of Security Force Training and Readiness, Antiterrorism Planning, law enforcement and security operations. A minimum of ONE-year experience as a qualfied primary classroom instructor providing training.</p>

Maritime Smuggling analysts will use multiple resources at the classified and unclassified levels to define, analyze, and exploit maritime smuggling methods, flows, trends and networks that are engaged in illicit activities. There are 5 sub-specialties within the Maritime Smuggling positions: Borders Drug Smuggling Analyst, Eastern Pacific Drug Smuggling Analyst, Caribbean Drug Smuggling Analyst, Caribbean Migrant Smuggling Analyst, and Borders Migrant Smuggling Analyst. The scope of training services requested ranges from police tactical training and specialized consultations to senior executive crisis management seminars and will be conducted at any location worldwide specified by the Government. Lead Instructors shall lead team-based training programs, perform generally recurring instructional and developmental duties, and support regularly scheduled training programs. Lead Instructors are responsible for the thorough preparation and timely submission of all required reports to DS/ATA, thereby playing a major role in the ongoing effort to ensure high quality training and immediately remedy deficiencies in the program.</p>
<p>Requirements:</p>
<p>Bachelors Degree preferred; Associate Degree required (10 years of subject-related experience can be substituted for education). A minimum of 10 years law enforcement experience with five years subject-related experience, and a minimum of five years instructor experience (instructor experience with the Dept. of State, Office of Antiterrorism Assistance a plus). Education or experience factors must be directly related to the antiterrorism, counterterrorism, or law enforcement training and particular area of expertise (i.e., executive protection, police management, special operations tactics, computer forensics, etc.) for the instructor position. Excellent communication skills adaptable to different constituencies in the community, maritime sector, and state and federal governments will be important.</p>
<p>Candidates must have a Bachelor&#8217;s degree in a suitable discipline and ten years of progressive experience in the port and maritime industry or equivalent experience in public administration. Dry bulk, breakbulk, and project cargoes are the main cargo types at port operated terminals; liquid bulk tankers dominate ship channel activity. Significant exposure to dredging activities, Coast Guard regulations and port security measures will be expected. Intergovernmental relations skills, strong financial management abilities, and negotiating skills are essential to continuing the capital program and business strategies in the Port&#8217;s Strategic Plan. Familiarity with marine maintenance and construction projects, marketing terminal and property holdings, and the relationship of ports to State and Federal transportation activities will round out the successful candidate&#8217;s experience.</p>

Duties may include: researching, collating, reviewing, evaluating, and integrating data from multiple sources to assess the relevance and significance of commercial maritime developments. Prepare analytical reports, briefs, databases, studies, advisories, estimates, and evaluations. Identify information gaps and develop collection requirements, analytical tools, and methodologies to fill these gaps. Some topics include piracy, threats to shipping, network nodes, counter-proliferation, and counter-terrorism. Be able to work independently. Some minimal travel required CONUS/OCONUS.</p>
<p>Required Skills:<br />
- Must possess a TOP SECRET/SCI clearance based on a Single Scope Background Investigation (SSBI)<br />
- Bachelor Degree and/or equivalent formal military training (Bachelors degree can be substituted with a minimum of six years related analytical experience working with Intel Community partners)<br />
- Knowledge of DoD operations and Intel Community organization<br />

			<content:encoded><![CDATA[<p>The incumbent will serve as a port security planner and Subject Matter Expert (SME) for Maritime Security, MTS infrastructure recovery including salvage response, and resumption of maritime commerce, and related preparedness planning and incident management.  </p>
<p>Duties will include the following:</p>
<p>* Serve as SME for port-level development and implementation of all transportation-disruption/all-hazard compatible AMSPs and procedures for the port-level MTS recovery elements of the National Maritime Transportation Security Plan, Maritime Infrastructure Recovery Plan, Department of Homeland Security (DHS) Strategy to Enhance Supply Chain Security, and the Customs and Border Patrol (CBP)/USCG Protocols for the Resumption of Trade, and Coast Guard implementation<br />
policies and directives.</p>
<p>* Develop, maintain, test, and when necessary, support implementation of AMS SRPs and MTS recovery plans and procedures to ensure that waterways are cleared of obstructions and the flow of commerce through US ports is reestablished as efficiently and quickly as possible after a Transportation Security Incident (TSI) and other<br />
categories of Transportation Disruptions.</p>
<p>* Coordinate consultation and advisory and technical support with AMSCs and other stakeholders.</p>
<p>* Research, develop and maintain data detailing marine salvage response capabilities within Captain of the Port (COTP) Zones covered by AMS Plans.</p>
<p>* Research, develop and maintain baseline descriptions of the MTS infrastructure/port navigation system and other infrastructure contiguous to waterways within the AMS area that could be become obstructions to navigation if damaged or destroyed.</p>
<p>* Maintain ability to identify significant cargoes transiting the ports.</p>
<p>* Assess maritime security risks to MTS recovery waterway and harbor clearance including salvage response activities and plan and support coordinated planning and implementation of deterrence and protection measures to defeat associated threat vectors.</p>
<p>* Provide preparedness planning and incident management technical support for development of linkages, compatibility and mutual support  among AMS, Area Contingency, natural disaster, mass rescue, radiological/nuclear detection, and similar port-level plans and procedures as necessary to support the objectives of the PWCS program.</p>
<p>* Serve as SME for MTS Recovery Units (MTSRUs), MTS Recovery Assist Teams (MTSRATs), or similar Coast Guard supplemental support activity, deploying to field locations when directed, for all formsof Transportation Disruptions, including response to oil and hazardous materials incidents and natural disasters, providing incident<br />
-specific service for planning and implementing procedures for:</p>
<p>-port functional and damage assessment to identify and characterize salvage response and harbor clearance needs;<br />
-preparation of port navigation system restoration elements of Incident Action Plans (IAPs);<br />
-prioritization to optimize the efficiency and effectiveness of port reopening measures and resumption of trade;<br />
-removal of obstructions to navigation and harbor clearanceoperations;<br />
-coordinating arrangements for government and contracted site-specific planning, technical, and operational services for marine salvage and harbor clearance;<br />
-assessment of support needed for MTS recovery and salvage response in incident areas with competing demands for resources to provide maritime security for resumption of trade including cargoes directed to non-incident areas;<br />
-monitoring, documentation and preparation of reports for MTS recovery and salvage response incident management and related activities; and<br />
-other planning as required.</p>
<p>* Maintain MTS recovery, salvage response planning and technical references.</p>
<p>* Inform supervisors and/or Division Directors of unanticipated problems.  Make recommendations for problem resolution.</p>

<p>ESSENTIAL DUTIES AND RESPONSIBILITIES:</p>

• Bachelors degree in a scientific or technical area<br />
• Experience with joint programs, military structure and command relationships and DoD acquisitions<br />
• 5+ years of relevant CBRN background<br />
• Three plus years of training experience<br />
• Thorough knowledge and experience of the CBRN community and its operators<br />
• Demonstrated ability to communicate effectively both orally and in writing<br />

<p>MAJOR DUTIES</p>
<p>Note: The following duties are illustrative and not exhaustive. <p>    * Performs armed security patrols, on foot or by radio equipped land vehicle to enforce the rules, laws, regulations and ordinances pertaining to the security and integrity of port facilities and peripheral areas.<br />
    * Checks and secures buildings, gates, doors and windows in accordance with security directives and procedures.<br />
    * Investigates and determines responsibility for incidents involving damage, personal injury, vehicle accidents, thefts, trespassing and other violations involving port property and facilities.<br />
    * Prepares reports, logs and other correspondence in accordance with Standard Operating Procedures (SOP) and directives to document circumstances and activities.<br />
    * Detains individuals suspected of committing violations within the Port Authority&#8217;s area of responsibility and notifies the appropriate law enforcement agency.<br />
    * Testifies in court to provide an accurate account of investigation findings and incidents.<br />
    * Performs traffic control duties at accident locations and at traffic control points within port boundaries.<br />
    * Renders First Aid or Cardiopulmonary Resuscitation (CPR) as needed.<br />
    * Provides information and assistance to the public concerning port operations.<br />
    * Checks the licensing of vendors, agents, merchants, drivers and other parties calling on a ship to ensure they are properly licensed.<br />
    * Maintains patrol vehicle, assigned weapon and related equipment to ensure operational readiness.<br />
    * Performs other related duties as required.</p>
<p>KNOWLEDGE, SKILLS, &amp; ABILITIES</p>
<p>    * Working knowledge of the laws, regulations and ordinances governing port facilities, foreign and domestic ships, crews, and cargo involved in interstate and foreign commerce.<br />
    * Working knowledge of the laws related to the use of firearms.<br />
    * Working knowledge of law enforcement guidelines and investigative techniques.<br />
    * Skill in the use and care of firearms and related equipment.<br />

The candidate must be highly detail-oriented and be able and willing to work efficiently in a face-paced, dynamic work environment.  The individual must also be comfortable with about 25% of travel, have excellent interpersonal and English verbal/written communication skills, and be highly proficient in Microsoft Office.  Candidate must hold a U.S. government SECRET clearance.</p>
<p>Responsibilities:</p>
<p>* Develop, implement, and monitor compliance of common standards for port and shipboard maritime security in consonance with operating line security officials.<br />
* Ensure receipt and dissemination throughout the corporation of security warnings and information.<br />
* Oversee maritime security activities of the Operating Lines, including maintenance of vessel and facility security plans.<br />
* In coordination with MP&amp;C Auditors, develop and maintain a current protocol to be used for the conduct of ship facility security audits.<br />
* Establish and maintain liaison with and benchmark security organizations outside the corporation where meaningful to enhance corporate capabilities and processes.<br />
* In coordination with other MP&amp;C endeavors, develop and maintain a system that allows accurate tracking and analysis of relevant security statistics.<br />
* Chair a committee of senior security personnel from the Operating Lines to identify, assess, and mitigate security risks.<br />
* Represent the corporation in discussions with governments and international bodies.<br />
* Develop and implement strategy to ensure compliance with existing and proposed legislation and or regulations.<br />
* Conduct and/or participate in security audits of ships and terminal facilities as appropriate.<br />
* Prepare reports of security matters and conduct security briefings as assigned.<br />
* Conduct investigations of significant security incidents and independently or in cooperation with operating line personnel.</p>

The position will be available approximately 01July 2009. Limited CONUS and OCONUS travel is expected.</p>
<p>Description: </p>
<p>The Office of Naval Intelligence (ONI) at the National Maritime Intelligence Center (NMIC) conducts in-depth analysis of worldwide maritime developments to assess overall patterns in the movement of vessels, movement of high-interest cargoes and other items in the maritime domain that may pose a threat to the security of the United States. MAI supports this effort with specialized analyses of commercial maritime operations focused on issues of National Security interest and in-depth studies and reports.</p>
<p>The incumbent will report to the project manager, and will assist Senior Analysts in planning, outlining, drafting, and finalizing a variety of specialized analyses, briefings, and reports. This will include collecting and integrating data from multiple sources, primarily to produce a coherent description of activities and policies under review. Under limited supervision, the incumbent will be expected to interact with senior government and industry executives and must have the written, oral, and interview skills required to perform at this level. The incumbent will work as part of a diverse team of professionals with varying specialties and expertise and will be expected to develop contacts and maintain liaison with external intelligence and non-intelligence organizations to help validate and verify data under review. The incumbent is required to undertake continual professional development to lead to internal assignment to positions of greater responsibility.</p>
<p>Required Capabilities:</p>
<p>•Demonstrable capabilities in topical research, data analysis, and development and visual presentation of analytical conclusions.<br />
•Possess strong oral expression and briefing skills along with demonstrated writing ability.<br />
•Two or more years experience in analysis and development of policy impacting the maritime domain.<br />
•U.S. Military and/or U.S. Intelligence Community experience analyzing commercial maritime activity, maritime trade issues, or law enforcement-related issues (counter-narcotics, counter-terrorism, criminal networks).<br />
•Working knowledge of GMII and/or MDA areas.<br />
•Experience with and capability to use standard data processing software (Microsoft Word, Excel, and PowerPoint).<br />
•Capabilities to logically document reasoning will be assessed.<br />
•Working knowledge of MS Project.</p>
<p>Desired Capabilities:</p>

<p>Roles and Responsibilities: Keep abreast of developments affecting or concerning the USN and USCG (as above). Research and write two news stories per day and six 5,000-word feature articles per year, providing images as appropriate. Provide ideas for future news and feature coverage. The analyst will provide technical, analytical, and operational support to ONI watch-floor personnel. Analysts will:</p>

Analysts will train new/junior naval analysts and watch floor database users in ship track management processes, information analysis, computer assisted analysis, database maintenance, and GCCS. The analyst will also assist in the preparation of briefings and intelligence reports on maritime intelligence matters.</p>
<p>Required Skills:</p>
<p>- Must possess a TOP SECRET/SCI clearance based on a Single Scope Background Investigation (SSBI)<br />
- At least 2 years in primary job skills.<br />
- Proficiency with GCCS-M and C2PC<br />
- Experience with Microsoft Office products (Word, Excel, PowerPoint, Outlook)<br />
- Understanding of all-source intelligence analysis<br />

We currently have an opening for a Security Program Manager for The Tunnel Project (Access to the Region’s Core).</p>
<p>This is a long-term project position and will be located at Gateway Center, Newark, NJ.</p>
<p>Reporting to the Director, ARC Project Development the selected candidate will manage all security activities on THE Tunnel Project, including oversight of the General Consultant’s development of all project security requirements including, design of security systems and threat resistant facilities as well as coordination with the Port Authority Office of Emergency Management, Port Authority Police Department, NJ Transit Police and other external agencies. The selected candidate will have oversight of field/site security to be implemented by the Construction Management consultant and coordination of security requirements to be implemented on the project.</p>
<p>Responsibilities:</p>
<p>The Security Program Manager will be responsible for:</p>
<p>· Managing the development and implementation of the security component of the project Safety and Security Management Plan (SSMP).</p>
<p>· Directing the development of a System Security Plan for THE Tunnel including site security during construction.</p>
<p>· Directing the preparation of updates to the project-specific Threat and Vulnerability Risk Assessment (TVRA) and oversight of the implementation of resultant requirements.</p>
<p>· Developing the security element of the Records Management System.</p>
<p>· Managing Internal Document Security (IDS) including classification, distribution, recording and disposition of Sensitive Security Information (SSI) and Confidential and Privileged Security Information (CPSI) documents.</p>
<p>· Coordinating with external agencies with respect to security requirements at THE Tunnel facilities including participation in regional and interagency security meetings related to Homeland Security issues.</p>
<p>· Ensuring compliance and compatibility of THE Tunnel’s security measures with regional plans.</p>
<p>· Coordinating and resolving security issues with the TSA, NJ Transit, FTA, Port Authority Police, New York City Police, and Fire Department of New York, New Jersey State Police and local police and fire departments and other agencies and stakeholders.</p>
<p>· Preparing and presenting briefings and monthly updates on security issues to senior management.</p>
<p>· Developing and implementing an internal security-training program.</p>
<p>Eligibility Requirements:</p>
<p>A Bachelor’s Degree in Security Management, Industrial Security, Engineering, Public Administration or a related discipline from an accredited college or university.</p>
<p>Qualifications:</p>
<p>The ideal candidate will present the following qualifications profile:</p>
<p>* A minimum of ten (10) years of progressively responsible experience in security program development and implementation.</p>
<p>* Knowledge and experience to lead, develop and implement long term and strategic planning security initiatives; ability to bring innovative ideas to meet project and agency security objectives.</p>
<p>* Demonstrated program/project management experience.</p>
<p>* Demonstrated experience in developing security performance initiatives and measures; implementing security improvements; and programming and tracking security operating and capital budgets.</p>

KIWC requires support to its training function. This support requires an individual capable of providing: assistance to KIWC for pre-deployment training of Tactical Intelligence Support Teams in support of NSW and NECC operations in a combat theater; advice to the KIWC leadership on civilian analyst training preparatory to deployment; and advice to the KIWC staff on all aspects of pre-deployment training. The trainer will also be the action officer for schools coordination and design / implementation of basic courses of instruction. This is a full-time, FLSA-exempt position.</p>
<p>Required Capabilities:</p>
<p>- A current TS/SCI clearance or current eligibility for TS/SCI access.<br />
- High-level of understanding of Navy Special Warfare operations and should have NSW operations expertise plus expert knowledge of NSW and NECC training doctrine and practices.<br />
- Expert knowledge of NSW and SOF doctrine, tactics, techniques and procedures (TTP) and significant knowledge and experience in provision of tactical cryptologic and intelligence information support to special warfare, to include knowledge of organizations, functions, procedures, missions and equipment, are required.<br />
- Ability to develop relevant courses of instruction (COI) and lead informal training.<br />

- Minimum of 5 years of experience in Navy Special Warfare and/or intelligence support to Navy Special Warfare.</p>

<p>Required Skills:</p>
<p>All applicants must possess a TOP SECRET clearance to be considered for employment.<br />
Three to seven years in primary job skills. Knowledge of, and experience in, the fundamentals of all-source intelligence analysis and data fusion using primarily HUMINT and Open Source Intelligence. Proven research and analysis abilities either from prior military or civilian experience. Ability to work under pressure in a fast paced, demanding environment. Battelle’s Maritime Group provides Chemical, Biological, Radiological, Nuclear and High Yield Explosives (CBRNE), AT/FP, Physical Security, Law Enforcement, and Emergency Management related technical, operational, and program acquisition management support services to U.S. Navy and U.S. Coast Guard clients world-wide.</p>
<p>We are currently seeking a Small Arms and Weapons Range Operations and Facilities Coordinator in San Diego, CA to support Commander, Navy Installation Command (CNIC) N7 Training and Readiness programs. Compensation will be based on qualifications and experience. A full benefits package including health, dental, vision, and life insurance, 401k, pension plan, and tuition reimbursement will be provided. Relocation support is not available and a security clearance is required.</p>
<p>The candidate selected will assist CNIC N74 (Small Arms Range Program Manager/Shore Readiness Integrator) with oversight / management of small arms range training facilities/assets; maintain current database of active small arms / weapons ranges and small arms simulators in 13 Navy regions; maintain/improve force-wide Small Arms Range network that includes Regions, Installations, and other strategic partners; plan/facilitate/execute annual two-day Small Arms Range Working Group; plan/facilitate/execute quarterly Video or Phone Conferences with Regional Range Managers; support efforts to facilitate appropriate and effective use of small arms simulators as Fleet/Shore Force training assets. This will include supporting efforts to improve small arms range scheduling and to improve /automate small arms ammunition accountability/tracking.</p>
<p>Additionally, the candidate selected will support the Small Arms Range Program Manager as the Joint Basing Action Officer for Navy Installations entering into Joint Basing agreements; be responsible for Small Arms qualifications requirements gathering; developing Shore Infrastructure Requirements for long term planning purposes.</p>
<p>Travel required (approx 15%).</p>
<p>THE FOLLOWING REQUIREMENTS MUST BE MET TO BE CONSIDERED FOR THIS POSITION:<br />

<p>Required Skills:</p>
<p>All applicants must possess a TOP SECRET clearance to be considered for employment.<br />
Three to seven years in primary job skills. Knowledge of, and experience in, the fundamentals of all-source intelligence analysis and data fusion using primarily HUMINT and Open Source Intelligence. Proven research and analysis abilities either from prior military or civilian experience. Ability to work under pressure in a fast paced, demanding environment. <p>Minimum of five years Federal/State and/or private sector experience in the areas of counterterrorism and weapons of mass destruction policy and training as demonstrated by verifiable experience in one or more of the following areas: interagency and/or Joint experience in the design, development, coordination and facilitation of site-specific, realistic exercises; law enforcement crisis management experience to detect, deter, prevent, and respond to terrorist threats; interagency emergency (consequence) management experience in response to the effects of chemical, biological, radiological, nuclear, and high explosive incidents; infrastructure protection planning to include risk-based assessments and site-specific security planning; continuity of operations planning and development; operational intelligence involving terrorist-based threats, and/or national security affairs.</p>
<p>This job entails the design, development, coordination and facilitation of a variety of interagency counterterrorist weapons of mass destruction (WMD) tabletop exercises (TTX) at a wide variety of locations throughout the United States. These exercises will include the participation of Federal, State, and local decision makers ranging from local first responders and law enforcement, to County, State, and Federal law enforcement agencies and emergency management, to National response assets from a variety of Federal organizations. The successful candidate must demonstrate an understanding of U.S. counterterrorism policy – the who does what to whom in a terrorism incident in the United States – as well as demonstrate a level of experience in the design, development, coordination, and facilitation of multi-jurisdictional exercises in support of such agencies as the U.S. Department of Energy, Federal Bureau of Investigation, Department of Homeland Security, Department of Commerce, Department of Agriculture, and the Department of Defense. Scenarios will include terrorist WMD incidents, natural disasters, and/or critical infrastructure incidents.</p>
<p>The position requires a minimum of a Bachelor’s degree, with a graduate degree preferred in National Security Affairs, Emergency and Disaster Management, or cognate disciplines. The position requires a professional level of fluency in the Microsoft Office (particularly PowerPoint) suite of applications, excellent research skills, and strong analytical, public speaking, facilitating, and people skills. The position will be available approximately 01July 2009. Limited CONUS and OCONUS travel is expected.</p>
<p>Description: The Office of Naval Intelligence (ONI) at the National Maritime Intelligence Center (NMIC) conducts in-depth analysis of worldwide maritime developments to assess overall patterns in the movement of vessels, movement of high-interest cargoes and other items in the maritime domain that may pose a threat to the security of the United States. MAI supports this effort with specialized analyses of commercial maritime operations focused on issues of National Security interest and in-depth studies and reports.</p>
<p>The incumbent will report to the project manager, and will assist Senior Analysts in planning, outlining, drafting, and finalizing a variety of specialized analyses, briefings, and reports. This will include collecting and integrating data from multiple sources, primarily to produce a coherent description of activities and policies under review. Under limited supervision, the incumbent will be expected to interact with senior government and industry executives and must have the written, oral, and interview skills required to perform at this level. The incumbent will work as part of a diverse team of professionals with varying specialties and expertise and will be expected to develop contacts and maintain liaison with external intelligence and non-intelligence organizations to help validate and verify data under review. The incumbent is required to undertake continual professional development to lead to internal assignment to positions of greater responsibility.</p>
<p>Required Capabilities:</p>
<p>•Demonstrable capabilities in topical research, data analysis, and development and visual presentation of analytical conclusions.<br />
•Possess strong oral expression and briefing skills along with demonstrated writing ability.<br />
•Two or more years experience in analysis and development of policy impacting the maritime domain.<br />
•U.S. Military and/or U.S. Intelligence Community experience analyzing commercial maritime activity, maritime trade issues, or law enforcement-related issues (counter-narcotics, counter-terrorism, criminal networks).<br />
•Working knowledge of GMII and/or MDA areas.<br />
•Experience with and capability to use standard data processing software (Microsoft Word, Excel, and PowerPoint).<br />
•Capabilities to logically document reasoning will be assessed.<br />
•Working knowledge of MS Project.</p>

<p>•Bachelor’s Degree in political science, international affairs, or a related discipline.<br />
•Five-plus years experience in U.S. Military and/or U.S. Intelligence Community analysis organizations.<br />

<p>SUMMARY:</p>
<p>A TSO has overall responsibility for security operations at a cruise ship terminal.  Only candidates with former law enforcment, military, TSA, or supervisory/leadership experience need apply.</p>
<p>RESPONSIBILITIES &amp; DUTIES:</p>
<p>• Responsible for managing all aspects of the security function for a cruise ship terminal.</p>
<p>• Responsible for maintaining order and overall compliance standards.</p>
<p>• Maintain focus and awareness in an environment containing numerous distractions.</p>
<p>• Make effective decisions in both crisis and routine situations.</p>
<p>• Monitor and report suspicious activities to local authorities.</p>
<p>• Monitor and address subordinates in violation of policies and procedures.</p>
<p>• Recommend disciplinary action, as required.</p>
<p>• Ensure all required reports and paperwork are completed and submitted as required.</p>
<p>• Write reports of daily activities such as equipment or property damage, theft, presence of unauthorized persons, or unusual occurrences.</p>
<p>• Assist in the deployment, recovery, maintenance, and housekeeping of equipment.</p>
<p>• Train screener and guard staff to proper execute work procedures &amp; policies.</p>
<p>• Provide access control and execute post responsibilities as required.</p>
<p>• Ensure personnel receive adequate relief. Other duties may be assigned for operational needs.<br />

<p>MAJOR AREAS OF RESPONSIBILITY INCLUDE:</p>
<p>* Emergency situations: Chief / First Mate holds a position on the ship’s Emergency Station Bill as Scene Leader.  Must perform requirements of Emergency Station Bill for both drills and actual emergencies to include fire, flooding, man overboard, abandon ship, medical, and spill response. Scene leader decides who goes into the fire, where fire boundaries are set, equipment needed, firefighting agents used, etc.  Fulfills other emergency response duties as outlined in the station billet</p>
<p>* Navigation/bridge watch: Operate vessel during assigned watches to the highest professional and Cruise West standards, with the safety of passengers and vessel being paramount.  Monitor communication equipment and keep logs and records as required by U.S. Coast Guard and Cruise West.  Make use of all bridge tools and personnel, alerting the Captain as needed or as per orders.  When in port will maintain a gangway security watch amongst other duties as assigned by Captain.</p>
<p>* Security Officer:  Designated as the VSO, or Vessel Security Officer.  Maintains ship’ security log and is in possession of ship’s Vessel Security Plan.  Oversight of implementation of all elements of the Vessel Security Plan as designated by the MARSAC level.</p>
<p>* Medical Officer: The Chief / First Mate is the Company designated Medical Officer on ships authorized for a full time Chief / First Mate position.  The Medical Officer is responsible for the supervisory management of the ship’s medical locker and the reordering of medical supplies; and ensuring that there is always a proper and currently certified medical response team aboard the ship on all cruises.  The Medical Officer will in most cases be one of the vessel’s principal responders and will in any case be the medical management supervisor.  The responsibilities of the Medical Officer cannot be delegated to another ship’s officer.</p>
<p>* Supervision of deck staff: Assign deck work lists.  Every day provide a priority list of what needs to be done.  Perform deckhand scheduling regarding what watch they will be on with Captain’s final approval.  Provide staff with a minimum of two written evaluations per operating year.  Also responsible for employee relations counseling as needed.  Train the new deckhand staff as they come on board &#8211; how the ship operates, how they should handle lines, navigation basics, how to pilot the vessel, and emergency drill training.  On vessels without a Boatswain, instruct new deckhands in various procedures on how to maintain the ship e.g. painting, splicing lines, doing varnish/bright work, and docking procedures.  Teach the deckhand staff in proper small boat operations. (Zodiac, DIB, etc.)</p>
<p>* Requisition of bridge and deck supplies: Awareness of what deck supplies are in short supply.  Maintain constant communication with the deckhand staff, plus direct oversight, to know what is in supplies inventory.</p>
<p>* Administration: Assist in the maintenance of the ship’s CSMP (Current Ship Maintenance Project) list of items that need to be addressed on the ship during the off-season.  Reply to safety or office memorandums.  Write up various work lists for crewmembers.</p>
<p>* Turnaround Day:  Assist in the expeditious preparation of the ship for oncoming guests which includes loading ship’s stores, taking on potable water, movement of luggage, movement of laundry, and other duties as assigned by the Captain.</p>
<p>* Small boat (Zodiac, DIB, etc.) operations:  At times, may be responsible for the safe operation of small boats, with or without guests, on short excursions.</p>
<p>QUALIFICATIONS:</p>
<p>* Minimum education of a specialized or technical knowledge requiring formal training beyond high school is required.  Minimum of either a Master’s license for a 100-ton inland vessel or Mates license for 100-ton inland vessel required.  Some positions require a Near Coastal endorsement or a higher tonnage (such as 500 GRT or 1600 GRT). &#8221;STCW 95&#8221; compliance required.</p>
<p>* License endorsement required for “Unlimited Radar Observer”.  Preferred endorsement with STCW-95 Basic Safety Training, Bridge Resource Management, Advanced Fire Fighting, Medical Care Provider, and in some positions ARPA and GMDSS.</p>
<p>* Minimum of 3-5 years in the maritime industry with progressively responsible experience is required.</p>
<p>* Communication skills require the ability to provide explanation of very complex or technical matters to people with little or no background in the area under discussion.</p>
<p>* Writing skills require the ability to write text designed to communicate technical information.</p>
