			<content:encoded><![CDATA[<p>Provide analytic, operational, and administrative support for customer&#8217;s databases and users to include categorizing and discard vault records and writing reports based off of various periodicals. Support will be focused on but not limited to all of the national maritime intelligence databases and informational requirements in current use and/or under development for the customer&#8217;s operational requirements. Identify innovative techniques regarding routine processes used to gather and analyze data. Provide database support including data input, analysis, evaluation, maintenance and quality control. Conduct user testing of functionality and evaluate upgrades. Conduct research using various sources and input to customer&#8217;s systems. Institute a maritime database applications training schedule for users. Attend development conferences as required and provide technical advice.</p>
<p>Qualifications:<br />
TYPICAL EDUCATION AND EXPERIENCE: Bachelor&#8217;s degree in Liberal Arts/Sciences (or related field) and/or equivalent formal military training and 4+ years of related experience.</p>
<p>- Must possess a TOP SECRET/SCI clearance</p>
<p>- 3-4 years IC experience as all-source analyst preferably with the maritime industry or military environment.</p>
<p>- Ability to review data and make sound analytic decisions.</p>
<p>- 3-4 years experience/capabilities as follows:</p>
<p>+ proficiency with Global Command, Control Systems, and Control Personal Computer</p>
<p>+ MS Office products, especially Word and Power Point</p>
<p>+ excellent oral and written communications</p>
<p>+ database use conducting queries and photo editing software</p>
<p>+ excellent research and/or data collections experience</p>

<p>* Demonstrate analytical and research skills being capable of providing detailed research, analysis, and production of intelligence, counterintelligence, and other security and intelligence related products and briefs.</p>
<p>* Extensive expertise, theoretical knowledge, and knowledge of analytical techniques and processes for security and intelligence discipline support activities.</p>
<p>Lockheed Martin is currently pursuing a large Intelligence program in the Washington Metro area. There will be multiple Intelligence Analysts positions similar to this one upon program award- expected NLT Summer 2012.</p>
<p>The Senior Intelligence Analyst (i.e. Counter Intelligence, HUMINT, All-Source) will support the customer by evaluating intelligence and reporting on the validity, relevance, quality, and sensitivity of the intelligence. Develop and provide defensive Counterintelligence (CI) briefings and outline areas of concern. Plan and support operational activities and develop detailed plans. Support the identification of targets of operational interest, providing tailored intelligence gathering guidance. Assist Sponsor on methods/handling/use of intelligence reports. Responsible for identifying operational leads to enable a variety of intelligence operations to minimize gaps in data collection.</p>
<p>Evaluate intelligence production and CI concerns; provide operational recommendations and corrective actions and assessments. The Analyst will provide analytical expertise and guidance in support of the execution of intelligence, Counter Intelligence, and multi agency initiatives. Support the development and update of materials, which include papers and briefings on related international policies and perspectives.</p>
<p>Occasional OCONUS travel may be required. Candidate may be required to travel to war zone areas.</p>

			<content:encoded><![CDATA[<p>The incumbent is a Port Safety and Security Contingency Preparedness Officer.  The primary purpose of this position is to prepare, validate, and improve plans for the effective and efficient response to all port safety and security contingencies for which the Coast Guard and community may respond.  </p>
<p>Being a CG civilian makes you a valuable member of the CG team.  Typical work assignments include but are not limited to:  </p>
<p>- Independently analyzes and improves the Area Maritime Security and Area Maritime Safety Contingency Plans.<br />
- Coordinates operational readiness and contingency preparedness exercises. Develops, directs, and evaluates readiness through contingency preparedness, training, seminars, drills, tabletop, functional and full scale exercises.<br />
- Coordinates with Port Safety Committees, Harbor Safety Committees, or other subcommittees and Coast Guard District and Area Planning partners to establish the proper level of participation in port security plan development and exercises.<br />
- Facilitate and be actively involved in the Area Maritime Security (AMS) Committees for the coordination of the Area Maritime Security Plan (AMSP), and the Area Committees for coordination of the Area Contingency Plan (ACP).<br />
- Represent the Captain of the Port in meetings with various Federal, State &amp; Municipal organizations to coordinate development of response plans, training opportunities, exercises or general port safety and security related topics.<br />
- Coordinate and actively engage the Sector/Unit Command, Command Staff, Departments and Divisions in the contingency preparedness and crisis action planning processes and exercises.<br />
- Manage the Maritime Security Risk Analysis Model (MSRAM) for the Captain of the Port Zone.<br />
- Administer the Port Security Grant Program in accordance with the latest DHS/FEMA guidelines.</p>

<p>The Institution:<br />
The College is a Professional Military Education (PME) institution serving the nation, the Department of Defense and the U.S. Navy. Graduates earn a Master of Arts Degree in National Security &amp; Strategic Studies, accredited by the New England Association of Schools and Colleges.  The College&#8217;s mission is four-fold:  to develop strategic and operational leaders (our education mission); to help the Chief of Naval Operations define the future Navy (research and war gaming); to support combat/fleet readiness; and to strengthen maritime security cooperation (international programs).</p>
<p>The Position:<br />
The Naval War College wishes to appoint an experienced associate professor of history who can serve for a period as apprentice to the Ernest J. King Professor of Maritime History in order to learn the unique requirements of the Professor&#8217;s position, and then eventually succeed the current holder of the chair.  The Ernest J. King Professor, who resides in the Maritime History Department, is the senior academic advisor to the President, Naval War College, for the broad academic field of maritime history and its subfield of naval history, with particular historical interests in understanding the strategies and functions of the sea services in international history that complement the College&#8217;s role in educating strategic and operational leaders.  The principal duty of the professor is to engage in original research and to publish extensively in maritime and naval history, to represent the U.S. Navy and the Naval War College at scholarly conferences within these academic fields both nationally and internationally, and to maintain links with scholars and official naval historical offices world-wide.  The Maritime History Department conducts historical research on naval operations with relevance to current conditions and supervises the on-campus museum. It serves as the central resource and contact point for the Naval War College in matters relating to maritime history and has particular responsibility for implementing and coordinating the College&#8217;s research and writing program for this area, for its collections of historical materials, artwork, artifacts, and documents, and for their use and display.  The Department has three complementary functional divisions, comprised of (1) Research and Writing, (2) Naval War College Museum (operated with the Director of Naval History, Navy Department), (3) a cooperative relationship to NWC library for manuscripts, archives, and rare books.</p>
<p>Required Qualifications and Competencies:<br />
The successful candidate will hold a PhD from a major internationally recognized research university, have successful teaching experience in international and naval history, have broad knowledge of both world, national, and contemporary naval history, and have published works that have been recognized as innovative scholarship in the history of maritime strategy and high-level naval command. The successful candidate will need to make a long-term commitment to the Naval War College.</p>
<p>Appointment and Compensation:<br />
This appointment is governed by provisions of 10 USC 7478 as delegated by the Secretary of the Navy, and the regulations of the U.S. Office of Personnel Management which apply to &#8220;Excepted&#8221; appointments under Schedule A.  For the successful candidate, the initial term of appointment is expected to be four years in length with provision for renewal dependent on level of performance.  Salary is dependent on the level of experience and is governed by the Secretary of the Navy&#8217;s Naval Faculty Salary Schedule.   A Federal Service benefits package is available.</p>

Must have experience researching, analyzing, and evaluating Intelligence or Law Enforcement community Intelligence Information Reports (IIRs) or operational reports. Must have educated-native English language skills, with solid written and oral communication skills. Must be able to use National Intelligence databases and research/collaboration tools. Must be able to use Law Enforcement and Homeland Security databases and research/collaboration tools. Must be skilled in using MS Office suite, including Word, Excel, Access and Powerpoint, to be applied to unclassified and classified research, analysis and intelligence writing.</p>
<p>Desired:</p>
<p>Experience with USCG, DHS, or other Law Enforcement Intelligence organizations.<br />
Demonstrate mastery of desktop publishing software.<br />
Past operational or intelligence experience concerning illegal drug, human, arms or general maritime smuggling operations.<br />
Able to conduct social network analysis and use link-analysis software<br />
Able to conduct geopolitical analysis using foreign government information and related intelligence.</p>
<p>Travel: Local travel possible.</p>
<p>Preferences:<br />
3 to 5 years experience. Candidates should possess a BA or BS in related fields, and have some experience or an understanding of law enforcement intelligence (e.g., Federal, State, or Local law enforcement intelligence and/or state fusion center intelligence experience).</p>

			<content:encoded><![CDATA[<p>Provide performance analysis services in support of US Coast Guard (USCG) training activities at USCG Training Centers. Analyze, design, develop, implement, and evaluate traditional and innovative performance improvement systems, using USCG-approved methodologies, analysis, and Standard Operating Procedures (SOP). Perform needs assessment, Front End Analysis (FEA), Job-task analysis, task analysis, occupational analysis, cost-benefit analysis, and return on Investment (ROI) analysis. These positions are located in Yorktown, VA, Petaluma, CA, Elizabeth City, NC, Cape May, NJ, Camp Lejeune, NC, Charleston, SC, Mobile, AL, Alameda, CA, Washington, DC, and Chesapeake, VA.</p>
<p>Qualifications</p>
<p>Basic Qualifications:<br />
-1 year of experience with conducting performance analyses or Front End Analyses<br />
-Experience with Microsoft Office, including PowerPoint, Word, and Excel<br />
-Ability to obtain security clearance<br />
-BA or BS degree; MA or MS degree in Instructional Systems, Instructional Systems Technology, Instructional and Performance Technology, or Educational Technology or 5+ years of experience with performance analyses</p>
<p>Additional Qualifications:<br />
-Experience with the American Society for Training and Development (ASTD) or International Society for Performance Improvement (ISPS) certification program<br />
-Experience with the Harless ABCD methodology for Petaluma, CA<br />
-Experience with USCG or DoD Training<br />
-Knowledge of USCG organization, policies, or mission<br />
-Knowledge of project management, schedules, and timelines preferred<br />
-Ability to work within a team environment, in a classroom environment, and with other government personnel, military members, and contractors<br />
-Possession of excellent oral and written communication skills<br />
-BA or BS degree in Education, Human Resource Development, or related fields</p>
