			<content:encoded><![CDATA[<p>The successful candidate will work with a team of contractors in support of a Quick Reaction Test and provide management and testing expertise with a focus on CONUS port, harbor, and naval choke point security operations. Expertise should include practical experience in joint and naval security with a focus on irregular warfare and counter-terrorism. Candidate will have recent experience planning for and integrating joint security measures and procedures. Successful candidate will be expected to analyze after-action reports, SOPs, and military troop-leading manuals to collect information for improving current joint security operations. In addition, the successful candidate will have demonstrated the ability to perform research to plan tests, collect and analyze data, and develop both written reports and proposed TTP and handbooks. The position requires skills not only in the conduct of joint testing but in working with a team of contractors, military, and government civilians. This position will be located in Suffolk, VA.</p>
<p>Some travel may be required.</p>
<p>Must have a Secret clearance and be able to qualify for TS/SCI.</p>
<p>Desired Skills:<br />
Must have articulate speaking, writing, and organizational skills with the demonstrated ability to speak well in public. Must be able to create briefings, reports and position papers for senior military and DOD staff. Must possess a SECRET level clearance upon hiring and be able to obtain a TOP SECRET/SCI security clearance. Should have experience in Joint Test &amp; Evaluation, Quick Reaction Tests, Service T&amp;E programs, and statistical analysis. Experience in port operations is a significant plus.<br />
Required Skills:<br />
Must be able to effectively operate in a demanding team environment, have excellent communication skills, strong interpersonal skills, flexibility, and a high degree of demonstrated professionalism. Individual must be proficient with all Microsoft Office applications. Candidate must have 10 years of experience working on similar projects, with experience in T&amp;E.</p>
<p>Education:<br />
A bachelor of science degree is required. Degree in math, engineering, or related subject is desired. MS is desired.</p>

<p>A significant part of the team effort will be establishment of the process (TTP) by which commanders and staff can identify critical information to determine if friendly actions can be observed by adversary intelligence systems, determine if information obtained by adversaries could be interpreted to be useful to them, and then executing selected measures that eliminate or reduce adversary exploitation of friendly critical information as it pertains to in-transit shipping at CONUS ports.</p>

The development and maintenance of working relationships between Coast Guard policymakers, area and field intelligence units, and smuggling analysts at other agencies is a core competency to meet these mission requirements. Maritime Smuggling analysts will use multiple resources at the classified and unclassified levels to define, analyze, and exploit maritime smuggling methods, flows, trends and networks that are engaged in illicit activities. There are 5 sub-specialties within the Maritime Smuggling positions: Borders Drug Smuggling Analyst, Eastern Pacific Drug Smuggling Analyst, Caribbean Drug Smuggling Analyst, Caribbean Migrant Smuggling Analyst, and Borders Migrant Smuggling Analyst. Deliverables required are Intelligence Bulletins and Intelligence Assessments: All analysts in these positions are expected to produce a minimum of 2 Intelligence Bulletins and 1 Intelligence Assessment (up to the TS/SCI level) per quarter and Intelligence Information Reports: All analysts in these positions are expected to produce a minimum of 5 Intelligence Information Report evaluations per week.</p>

The analyst will conduct commercial maritime intelligence analysis and reporting. Duties may include: researching, collating, reviewing, evaluating, and integrating data from multiple sources to assess the relevance and significance of commercial maritime developments. Prepare analytical reports, briefs, databases, studies, advisories, estimates, and evaluations. Identify information gaps and develop collection requirements, analytical tools, and methodologies to fill these gaps. Some topics include piracy, threats to shipping, network nodes, counter-proliferation, and counter-terrorism. Be able to work independently. Some minimal travel required CONUS/OCONUS.</p>
<p>Required Skills:<br />
- Must possess a TOP SECRET/SCI clearance based on a Single Scope Background Investigation (SSBI)<br />
- Bachelor Degree and/or equivalent formal military training (Bachelors degree can be substituted with a minimum of six years related analytical experience working with Intel Community partners)<br />
- Knowledge of DoD operations and Intel Community organization<br />
- Understanding of all-source intelligence analysis<br />
- Knowledge and understanding of the intelligence collection process<br />
- Demonstrated ability to brief senior personnel on multiple issues<br />
- Practical work experience using the following; Analyst Notebook, Microsoft PowerPoint, Intellipedia<br />
- Knowledge of commercial maritime databases</p>
<p>Desired Skills:<br />
- Training: Service Intelligence Analysis basic school or its equivalent. Advanced/specialized skill-specific courses are desired.<br />
- Possession of CI Polygraph is beneficial but not required. </p>

<p>JOB DESCRIPTION:</p>
<p>The Maritime Intelligence Analyst duties will include: database entry, extraction, modification, and quality assurance concerning foreign maritime systems. The emphasis will be on quality assurance and supervision of other analysts on the task.</p>
<p>REQUIRED SKILLS:<br />

Proven research and analysis abilities either from prior military or civilian experience. Ability to work under pressure in a fast paced, demanding environment. Demonstrated ability to work independently and as part of a team, including as a successful team supervisor. Must be detail-oriented and persistent in obtaining and comparing foreign maritime systems data from commercial, military, and government organizations. Understanding of the United States Intelligence Community missions. Ability to communicate effectively in writing and orally using proper English grammar and stylistic conventions. Demonstrated proficiency in all Microsoft Office Suite applications (Outlook, Word, Excel, and PowerPoint). Strong writing and analytic skills are required.</p>
<p>REQUIRED EDUCATION/SKILLS:</p>
<p>Bachelor&#8217;s degree in Liberal Arts/Sciences or related field and/or equivalent formal military training and 4+ years related experience. Will substitute primary job skill specific experience for education requirement on a basis of two years experience for every one year of education required above the high school level. <p>• Five years minimum – Maritime commerce, merchant marine, or sea-service military (USN/USMC/USCG)-related operational, policy, or regulatory experience.<br />
• Five years minimum – Experience in derivative classification of personally authored intelligence products, with demonstrable familiarity of ODNI ICDs and Controlled Activities Program Coordination Office (CAPCO) requirements. Thorough knowledge of EO 12958 and EO 12333 requirements for intelligence producers.<br />
• Five years minimum – Experience writing intelligence products for one or more National Intelligence Community agencies.<br />
• Five years minimum – Experience using and properly citing Open-Source and Human Intelligence (OSINT &amp; HUMINT) sources.<br />
• Five years minimum &#8211; Experience using National Intelligence Community databases and electronic dissemination methods.<br />
• Four years minimum – Geopolitical intelligence production experience, with demonstrable familiarity working with foreign government information and related intelligence.<br />
• Two years minimum &#8211; Proven experience with quantitative risk analysis modeling and simulation, including using such in products published in the Intelligence Community.<br />
Desired Skills:<br />

Incumbent will deliver information as provided through instructor guides and appropriate supplemental materials for U.S. Navy Maritime Expeditionary Security Forces / Commander Naval Installation Commands Harbor Security boat topics. Incumbent will assist in the development and revision of instructional materials as needed to meet the ongoing needs of various agencies served by the Center for Security Forces. Furthermore assist in the development of training metrics to determine effectiveness; identify new training and or other educational topics through needs assessment, performance evaluations and course evaluations. Incumbent must be available to travel worldwide and capable of possessing a SECRET security clearance.</p>
<p>REQUIRED EDUCATION/SKILLS:</p>
<p>Bachelor&#8217;s degree in related field and 8+ years of related experience or 4 years of experience in lieu of a degree plus 8+ years of related experience. At least three years of experience in military tactical small boat operations is required. *National Registry EMT certification is a plus.</p>

Analysts will:</p>

Analysts will train new/junior naval analysts and watch floor database users in ship track management processes, information analysis, computer assisted analysis, database maintenance, and GCCS. The analyst will also assist in the preparation of briefings and intelligence reports on maritime intelligence matters.</p>

Prepare analytical reports, briefs, databases, studies, advisories, estimates, and evaluations. Identify information gaps and develop collection requirements, analytical tools, and methodologies to fill these gaps. Some topics include piracy, threats to shipping, network nodes, counter-proliferation, and counter-terrorism. Be able to work independently. Some minimal travel required CONUS/OCONUS.</p>
<p>Required Skills:</p>
<p>- Must possess a TOP SECRET/SCI clearance based on a Single Scope Background Investigation (SSBI)<br />
