<p>This is a full time, FLSA exempt position at the National Maritime Intelligence Center, Suitland, MD. The analyst will work as part of a contractor team supporting Biometric analysis where a high level of interaction is maintained and expected. This position is contingent upon award of the contract by the U.S. Government by approximately 01 July 2010. Some CONUS and OCONUS travel is expected.</p>
<p>Description:<br />
The Office of Naval Intelligence (ONI) conducts in-depth analysis of worldwide maritime developments to assess overall patterns in the movement of vessels, movement of high-interest cargoes and other items in the maritime domain that may pose a threat to the security of the United States. MAI supports this effort with specialized analyses of commercial maritime operations focused on issues of National Security interest and in-depth studies and reports.</p>
<p>The incumbent will provide senior analytical support, conducting maritime piracy and smuggling intelligence analysis and reporting. This will include researching, collating, reviewing, evaluating, and integrating data from multiple sources across all intelligence disciplines to assess the relevance and significance of ashore maritime piracy network analysis and afloat operational developments. Incumbent will identify intelligence gaps and develop collection requirements, analytical tools, and methodologies to fill these gaps. Participation in interagency and international meetings and conferences as required.</p>

<p>Qualifications</p>
<p>Required:<br />
• A current TS clearance with SCI access is required.<br />
• Bachelor&#8217;s Degree or six years related analytical experience working with Intelligence Community partners.<br />
• Knowledge of DoD operations, IC organizations, and the intelligence collection process.<br />
• Demonstrated ability to brief senior personnel on multiple issues.<br />
• Strong oral expression and demonstrated writing ability.<br />
• 1 year practical work experience with intelligence analysis tools, databases, and Microsoft Office products<br />
Clearance: Minimum Security Clearance Requirement: Sensitive Compartmentalized Information (TS/SCI).<br />
Must be eligible now for Sensitive Compartmented information (TS/SCI) as evidenced by adjudication to DCID 6/4/ICD 704 standards (as documented in JPAS) within the last 4 1/2 years based on current SSBI or SBPR</p>

<p>This position requires the incumbent to be able to plan, develop, and deliver specialized training modules.  The successful candidate must be able to collect and integrate data from multiple sources to produce a coherent program of instruction.  The incumbent will work as part of a diverse team of professionals with varying specialties and expertise and will be expected to develop contacts and maintain liaison with external intelligence and non-intelligence organizations to ensure the training provided is consistent with the latest guidance on analytical requirements across the intelligence community and U.S. Navy.</p>

•   Experience as a military instructor, master training specialist or equivalent<br />
•   Expert with Microsoft Office, including Excel and Access, PowerPoint<br />
•   Working knowledge of HTML<br />
•   Working knowledge of Graphics software, i.e. Adobe Photoshop, JASC Paint Shop Pro, Macromedia Fireworks/FreeHand<br />
•   Able to write well, primarily used to develop training curriculum from Subject Matter Experts<br />
•   Minimum E-7/E-8 or O-3 level of experience (Intelligence or Cryptology background preferred)<br />
•   Independent, self-starter, can work in a team player role</p>

<p>Qualifications</p>
<p>Required Capabilities:</p>
<p>-  Must be able to perform analytical tasks that will result in the production of port threat assessments.<br />
-  Must have educated-native English language skills, with solid written and oral communication skills.<br />
-  Must be able to use National Intelligence Community databases and research/collaboration tools.<br />
-  Must be able to use Law Enforcement and Homeland Security related databases and research/collaboration tools.<br />
-  Must be skilled in using MS Office suite of business productivity tools, including Word, Excel, Access, and PowerPoint.<br />
-  Federal, State, or Local law enforcement intelligence and/or state fusion center intelligence experience required.</p>
<p>Desired Capabilities:</p>
<p>-  FBI FIG, ICE FIG, Federal or State Law Enforcement Analyst, or State Fusion Center Analyst preferred.<br />
-  Experience with USCG, DHS, or other Law Enforcement Intelligence organizations.<br />
-  Demonstrate mastery of desktop publishing software.<br />
-  Experience with law enforcement agencies at federal, state, local, and tribal levels, with familiarity working with law enforcement information or supporting criminal investigations.<br />
-  Able to conduct social network analysis and use link-analysis software<br />

<p>The Office of Naval Intelligence (ONI) at the National Maritime Intelligence Center (NMIC) conducts in-depth analysis of worldwide maritime developments to assess overall patterns in the movement of vessels, movement of high-interest cargoes and other items in the maritime domain that may pose a threat to the security of the United States. MAI supports this effort with specialized analyses of commercial maritime operations focused on issues of National Security interest and in-depth studies and reports.</p>
<p>The incumbent will report to the project manager, and will assist Senior Analysts in planning, outlining, drafting, and finalizing a variety of specialized analyses, briefings, and reports. This will include collecting and integrating data from multiple sources, primarily to produce a coherent description of activities and policies under review. Under limited supervision, the incumbent will be expected to interact with senior government and industry executives and must have the written, oral, and interview skills required to perform at this level. The incumbent will work as part of a diverse team of professionals with varying specialties and expertise and will be expected to develop contacts and maintain liaison with external intelligence and non-intelligence organizations to help validate and verify data under review. The incumbent is required to undertake continual professional development to lead to internal assignment to positions of greater responsibility.</p>
<p>Required Capabilities:</p>
<p>•Demonstrable capabilities in topical research, data analysis, and development and visual presentation of analytical conclusions.<br />
•Possess strong oral expression and briefing skills along with demonstrated writing ability.<br />
•Two or more years experience in analysis and development of policy impacting the maritime domain.<br />
•U.S. Military and/or U.S. Intelligence Community experience analyzing commercial maritime activity, maritime trade issues, or law enforcement-related issues (counter-narcotics, counter-terrorism, criminal networks).<br />
•Working knowledge of GMII and/or MDA areas.<br />
•Experience with and capability to use standard data processing software (Microsoft Word, Excel, and PowerPoint).<br />
•Capabilities to logically document reasoning will be assessed.<br />
•Working knowledge of MS Project.</p>
<p>Desired Capabilities:</p>
<p>•Bachelor’s Degree in political science, international affairs, or a related discipline.<br />
•Five-plus years experience in U.S. Military and/or U.S. Intelligence Community analysis organizations.<br />
•Direct experience or expertise in GMII, MDA and/or commercial maritime issues.</p>
