MARITIME DOMAIN AWARENESS (MDA) TECHNICAL OPERATOR

Description

CSC seeks a Maritime Domain Awareness (MDA) Watchstander to support Coast Guard District Fourteen Headquarters in Honolulu, HI. Candidate must have or be able to obtain a Secret clearance. This position requires an understanding of Maritime Domain Awareness (MDA) issues and knowledge or the ability to learn Coast Guard policies and procedures.

Essential Job Functions

* Maintains awareness of all active operations and status of resources throughout the AOR.
* Tracks and monitors all actions in support of homeland security (HLS), maritime law enforcement (MLE), marine safety (MS), marine environmental protection (MEP), aids to navigation (ATON), and defense operations with the AOR.
* Develops and evaluates the Local Tactical Picture (LTP), monitors classified, unclassified, and sensor data; and makes recommendations to the Operations Unit and CDO.
* Evaluates the impact of changing weather conditions and makes recommendations to the Operations Unit and CDO.
* Identifies and tracks vessels of interest or suspicious activity and alerts the Operations Unit and CDO.
* Monitors/tracks movements of vessels of interest.
* Continuously monitors maritime activities to identify anomalies in the AOR.
* Delivers mission/situational awareness briefs to appropriate D14 Response Division staff elements.
* Maintains existing systems in accordance with standard operating procedures.
* Develops basic standard operating procedures to verify logic of new or modified technical procedures.
* Provides ongoing support to the final product.

Qualification

Basic Qualifications

* High school diploma
* Nine or more years of experience in relevant engineering field
* Experience working with process and/or system design concepts
* Experience working with appropriate programming languages, operating systems and software
* Experience working with engineering principles and practices

Other Qualifications

* Four years of military/DoD project and system experience; USCG policies and procedures experience a plus
* Four years of Naval experience is preferred
* Experience with spatial data analysis and manipulation tools such as GIS systems
* Demonstrated experience with electronic image editing and or desktop publishing tools
* Experience with creating and describing spatial data products
* Familiarity with vessel monitoring systems – proficiency preferred
* Ability to adjust the normal work schedule as necessary to meet mission requirements
* Ability to multi-task while maintaining situational awareness and to prioritize efforts as mission requirements change
* Knowledge and understanding of Maritime Domain Awareness issues
* Analytical and problem solving skills
* Strong interpersonal/communication skills; must be able to participate and support a team approach to obtaining group goals and deliverables and to communicate effectively verbally and in writing
* Personal computer and business solutions software skills
* Ability to work in a team environment
* Must be a U.S. Citizen and able to acquire a government Secret security clearance
* Occasional overtime will be required
* Must reside in the Honolulu area or be willing to relocate at own expense; no relocation funds are available
