Senior Maritime Intelligence Analyst – Port Threat

Description

The Senior Maritime Intelligence Analyst duties will include: using classified and open sources to research maritime intelligence topics, writing port threat assessments, querying databases; tracking and dissemination of threat information; and coordination with other federal, state, local, and private agencies to exchange and verify dynamic threat information.

Required Skills:

All applicants must possess a TOP SECRET/SCI clearance based on a Single Scope Background Investigation to be considered for employment.

12+ years in primary job skills. Knowledge of, and deep experience in all-source intelligence analysis and data fusion using primarily HUMINT and Open Source Intelligence. Proven research and analysis abilities either from prior military or civilian experience. Ability to work under pressure in a fast paced, demanding environment. Demonstrated ability to work independently and as part of a team to develop, share, and integrate maritime threat information. Must be detail-oriented and persistent in obtaining and comparing threat data from commercial, military, and government organizations. Comprehensive understanding of the United States Intelligence Community and United States Coast Guard organization and mission sets. Ability to communicate effectively in writing using proper English grammar and stylistic conventions and orally using solid public speaking techniques. Demonstrated proficiency in all Microsoft Office Suite applications (Outlook, Word, Excel, and PowerPoint). Strong writing and analytic skills are required.

• Five years minimum – Maritime commerce, merchant marine, or sea-service military (USN/USMC/USCG)-related operational, policy, or regulatory experience.
• Five years minimum – Experience in derivative classification of personally authored intelligence products, with demonstrable familiarity of ODNI ICDs and Controlled Activities Program Coordination Office (CAPCO) requirements. Thorough knowledge of EO 12958 and EO 12333 requirements for intelligence producers.
• Five years minimum – Experience writing intelligence products for one or more National Intelligence Community agencies.
• Five years minimum – Experience using and properly citing Open-Source and Human Intelligence (OSINT & HUMINT) sources.
• Five years minimum – Experience using National Intelligence Community databases and electronic dissemination methods.
• Four years minimum – Geopolitical intelligence production experience, with demonstrable familiarity working with foreign government information and related intelligence.
• Two years minimum – Proven experience with quantitative risk analysis modeling and simulation, including using such in products published in the Intelligence Community.
Desired Skills:
Experience with Current Intelligence, Operational Intelligence, and Law Enforcement. Merchant Marine experience.

Education:

Master’s degree/equivalent in a relevant field (e.g., Political Science, Maritime Commerce, etc.). Doctoral degree preferred. Will substitute primary job skill specific experience for education requirement on a basis of two years experience for every one year of education required above the high school level. Training: Service Intelligence Analysis basic school and mid-level course work or its equivalent desired.
