Port Security Emergency Exercise Analyst
Description
Take direction from the Regional/Deputy Director or Senior Exercise Manager. Perform functions as a member of an exercise team that supports the Federal government in developing complex multi-agency, multi-disciplinary all-hazards exercises of various formats (including seminars, workshops, and tabletop, functional, and full-scale exercises).
Individual must apply program knowledge, logistical, and technical support in providing program advisory services for Homeland Security, Emergency Management, and Domestic Preparedness issues.
Responsibilities include all aspects of exercise project support, to include development of exercise design and execution, analysis of evaluation data, and preparation of all associated documentation (manuals, guides, briefings, and after-action reports). This position may require extensive travel.
Essential Responsibilities:
• Liaison and coordination with potential homeland security / emergency management customers.
• Serve as a support team member, controller, and/or facilitator on assigned exercise programs.
• Provide support to ensure the smooth execution of exercises: this may include developing exercise documentation, templates, and briefings; coordinating logistical requirements; and organizing necessary resources.
• Coordinate with clients, customers, participants, and key stakeholders.
• Ensure accuracy, consistency, and clarity of exercise documents.
• Provide facilitation, data collection, control, evaluation, and/or support during meetings, exercises, and after-action conferences.
• Serve as a contributing writer and integrator of after-action reports and improvement plans.
• Assist with developing and meeting deliverable schedules.
Minimum Requirements :
Bachelors degree with coursework in a relevant field (education, communications, public policy, government, emergency management, law enforcement, fire, environmental health, public health, etc.) Equivalent experience may be considered in lieu of a degree.
Requires prior Port Security emergency exercise experience (Area Maritime Security Training and Exercise Program – AMSTEP; Port Security Training and Exercise Program – PORTSTEP; Spills of National Significance – SONS, etc.)
Former USCG is strongly preferred.
Experience with design and conduct of port security required. Must be able to work under deadlines with an ability to prioritize requirements. Demonstrated superior oral, interpersonal and written communication skills to include editing and proofreading. Ability to interface with Federal managers. Demonstrated professional experience in management, training, and/or planning.
Special Skills:
Recent design and conduct of Port Security exercises and training events, particularly for the United States Coast Guard is required.
Ability to obtain a Secret security clearance within 1 year.
This is a part-time position.
